Rights of Way Improvement Plan Exemplar Project: Whole Network Approach (City of York Council/Countryside Agency, 2003)
The Countryside and Rights of Way Act 2000 put a duty on local authorities to produce Rights of Way Improvement Plans which, amongst other things, were designed to show ways in which countryside accessibility could be improved and the needs of people with a visual impairment or mobility problems met through the public rights of way network.

This project was one of eight Countryside Agency exemplar projects and looked at current needs, obstacles, consultation and engagement, as well as comprehensive survey work in and around the City of York area to understand the key issues from both a user’s and local authority’s perspective.
